In this briefing, we outline our policy recommendations for ensuring that speakers of ESL* have access to appropriate English for Speakers of Other Languages (ESOL) classes, providing the skills needed to unlock educational, employment, and social opportunities:

  1. Allocate ESOL resources effectively.
  2. Develop new standards and qualifications.
  3. Deliver a cross-Government English language strategy.
  4. Improve national and regional data collection.
  5. Reform Ofsted to report on the curriculum and skills agenda.
