Policy recommendations summary

In this summary, we outline our policy recommendations, across four key areas, for ensuring that speakers of ESL* have access to appropriate English for Speakers of Other Languages (ESOL) classes, providing the skills needed to unlock educational, employment, and social opportunities:

  • Improving national data collection;
  • Ensuring effective use of funding to deliver ESOL;
  • Developing an ESOL curriculum and qualifications that are fit for purpose;
  • Developing and delivering a cross-Government national English language strategy.
