The Bell Foundation works in partnership with organisations, universities, and other charitable bodies to change practice, policy and systems for excluded individuals and communities. In the Criminal Justice Programme this includes anyone in contact with the criminal justice system who speaks English as a second or additional language (ESL).

In 2018 the Foundation launched a grant-making scheme on supporting victims of crime. The focus is on initiatives to improve support to victims of crime who speak English as an second or additional language.
