Consultation response: Inclusive Talent Strategy consultation

The Bell Foundation submitted the following response to the Greater London Authority's Inclusive Talent Strategy consultation in July 2025.

The Bell Foundation’s submission highlights the importance of English language provision in creating a fair and inclusive labour market. The submission argues that access to high-quality English for Speakers of Other Languages (ESOL) provision is essential to ensuring that migrants and multilingual Londoners can access employment, skills training, and wider opportunities.

The response asks for:

• English language learning to be embedded across employment, skills and integration policy, including through community-based provision, flexible delivery models and stronger links between ESOL and vocational training;
• Better recognition of the skills and qualifications that multilingual Londoners already bring;
• More targeted support for groups facing multiple barriers to employment.
